Robert Rosenberg, Chief Executive Officer

Rob is a recognized leader in the global trade facilitation and security space, advising both domestic and international agencies. Rob has 25 years of financial, trade and organizational development experience and over 15 years developing and delivering projects in the public sector. Rob’s expertise in connecting vision to strategic re-positioning and operational restructuring has helped transform companies, NGOs and government enterprises. Prior to being named CEO, Rob was CFO and Managing Director overseeing NTELX’s Public Sector Solutions. In 2010, Rob was a finalist for both Virginia Business’s prestigious State of Virginia CFO award and NVTC’s CFO award. Prior to joining NTELX, he held finance and asset management positions at two wholly owned subsidiaries of Goldman Sachs Archon Group and Goldman Sachs Realty Japan. Rob graduated from Brown University with bachelor’s degrees in political science and organizational behavior and management. Rob is a non-resident fellow at the Stimson Center.

Rob Quartel, Executive Chairman of the Board

Rob advises senior leadership on all aspects of the company’s business. He is a former member of the US Federal Maritime Commission and an internationally recognized expert in maritime and US transportation policy. His experience spans energy, transportation, safety and environmental regulation, and other public policy issues. Rob is a prolific writer and speaker, frequently cited in the media and called upon for expert testimony. He has been a senior policy advisor to numerous public figures and to Congress. He received his undergraduate degree in biology at Rice University and his master’s in public and private management from Yale University’s School of Organization and Management. He is a member of the Council on Foreign Relations and other public policy and security advisory bodies.

Dhiren Patel, Board Member

Dhiren has more than 20 years of transportation, logistics, and technology experience. He has led many of NTELX’s key engagements, including those with public sector clients such as FDA and USTDA. More recently, he worked with NTELX’s iDMX customers to prove out the value proposition of this innovative automation platform. Before joining NTELX, he worked as a consultant with McKinsey & Company and was a co-founder of Global Inroads, Inc., an international logistics services business. He holds a bachelor’s cum laude in economics from Princeton University and an MBA with honors in finance from the University of Chicago.

Contract Vehicles

NTELX recognizes the importance of establishing a long-term partnership with US government agencies to enable the successful development and implementation of enterprise business process technology solutions. In addition to direct procurements or working with its many prime contractor partners, US government stakeholders can work with NTELX through the following contract vehicles.

OASIS II

The Operational Applications Support and Information Services (OASIS II) contract is a Blanket Purchase Agreement (BPA) for the Transportation Security Administration. The goal of the OASIS II contract is to provide full service, enterprise-focused applications development capabilities where IT services are delivered through state-of-the-art, service-enabled IT software systems and dynamic computing environments. Through the scope of this contract, the Office of Information Technology (OIT) shall provide portable, reusable, and interoperable business-driven solutions to support the greater mission of TSA.

NGC - TIPSS-4

TIPSS-4 Information Technology Services (ITS) is a multiple award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with specific support service requirements defined at the task order level. The IRS has many legacy tax systems that any successful offeror must be able to provide maintenance and update services, if successful during task order competitions. An IDIQ type contract is considered the appropriate vehicle to procure these services. TIPSS-4 ITS vehicle consists of large and small businesses vendors that are eligible to compete for IT requirements. The period of performance is a one-year base contract and nine one-year option periods.
