			<content:encoded><![CDATA[<p>Vienna, Va. – Government Accountability Office (GAO) Report to Oversight and Government Reform House Committee commends The Food and Drug Administration (FDA) on the implementation of PREDICT &#8211; a risk-targeting solution designed and developed by NTELX, Inc.</p>
<p><span id="more-628"></span></p>
<p>PREDICT combines industry knowledge, data analysis, and intelligence information to predictively target import shipments for risk factors and regulatory violations.  This allows FDA to screen each shipment electronically to determine whether it meets the threshold for physical inspection or sampling, and deploy its enforcement resources efficiently.</p>
<p>Information submitted to the FDA by importers for regulatory compliance continually grows in both volume and complexity.  From 2001 to 2011, the number of FDA-regulated imports into the United States increased from about 7 million specific line items to over 22.6 million.  To meet the growing demands on its Information Technology systems, FDA has taken steps to modernize its infrastructure and said systems.</p>
<p>As part of this effort, FDA incorporated PREDICT to improve the efficiency and productivity of the entry review and inspection process.  By targeting high-risk imports and leveraging an automated verification of regulatory compliance where possible, FDA entry reviewers can focus on higher-risk items and process imports faster and more accurately.</p>
<p>The GAO Report found that while “… FDA still had considerable work to accomplish on MARCS [Mission Accomplishments and Regulatory Compliance Services]…” and had not yet been able to retire any of the eight legacy systems MARCS was intended to replace, the agency’s deployment of the Predictive Risk-based Evaluation for Dynamic Import Compliance Targeting (PREDICT) tool had improved the efficiency of the inspection process through targeting high-risk imports.  NTELX’s technology and thought leadership was critical to the successful development and deployment of PREDICT across the import entry system.</p>
<p>The NTELX solution automatically flags higher-risk shipments, such as products with poor compliance, and gives lower-risk ratings to products or companies with good histories, which can then clear FDA screening and inspection more rapidly. PREDICT enables FDA compliance officers to spend their time looking at the highest-risk items. It also means that well-labeled products with good histories are not held unnecessarily.  Initially deployed in 2008, PREDICT is now fully implemented in all ports and for all FDA-regulated products.  PREDICT continues to improve and evolve as its learning algorithms adapt to new data and to information gathered through feedback on prior targeting results.</p>

<p>Vienna, Va. – NTELX, a provider of data analytics and operational decision-support solutions to public and private sector clients, has delivered an import risk-targeting solution to the Consumer Product Safety Commission (CPSC) in partnership with Armedia, LLC.  The solution, known as the Risk Assessment Methodology, is being used to pilot test a new approach to risk-based screening for imported products regulated by the CPSC.  The NTELX solution makes CPSC the first Participating Government Agency to receive and be able to use US Customs and Border Protection (CBP) data through CBP’s International Trade Data System (ITDS).  The pilot went live on October 11 for selected products at seven ports of entry, and has demonstrated improvements in targeting efficiency and effectiveness.</p>
<p><span id="more-491"></span></p>
<p>Rob Quartel, NTELX Chairman and CEO, said: <em>“every level of government has too much to do and insufficient resources.  This pilot underscores our core value proposition&#8211;that our advanced technology solutions can help government agencies make better, faster, and fairer decisions with the resources they have in hand.  CPSC’s ability to accomplish its mission is enhanced; the trade gets transparency;  product safety is improved; and tax dollars are spent more efficiently.”</em></p>
<p>The pilot is evaluating the use of advanced technology and risk-based screening rules, developed by NTELX, to improve CPSC’s ability to identify high-risk products and prevent their entry into the United States.  With the number of imported consumer products increasing each year, this capability is designed to allow CPSC to more effectively identify unsafe products while maximizing the use of available resources.</p>
<p>Initial results show a significant improvement in the ability to identify products that are in violation of product safety regulations, as well as a 45% reduction in the incidence of false positive indications in products such as toys that have lead or small parts, and counterfeit products.</p>

Vienna, Va. – NTELX Chairman and CEO, Rob Quartel was one of a handful of industry leaders invited to speak recently before a senior meeting of Asia Pacific political leaders. The meeting, held in San Francisco over the weeks of September 11 – 26, was sponsored by the <a href="http://www.apec.org">Asia Pacific Economic Cooperative</a>.</p>
<p><span id="more-307"></span></p>
<p>The organization’s core mission is to promote free trade and economic development among the 21 Asia-Pacific Rim countries, strengthen economic integration in the region, and to make regional economic growth more inclusive and sustainable. The summit is an annual event and the primary vehicle for APEC countries to promote open trade and practical economic cooperation in the Asia-Pacific Region. The meeting at which Quartel spoke focused on “greening the supply chain – energy-efficient freight transportation” and was part of several diversely-focused meetings that took place over a two week period. Three thousand delegates, including cabinet secretaries, government officials, diplomats, business representatives, and economic experts gathered to conduct high-level economic discussions. Among the attendees were Secretary of State Hillary Rodham Clinton, Secretary of Transportation Ray Lahood, and one of several key note speakers, Shai Agassi, founder and CEO of Better Place.</p>
<p>APEC indicated that “businesses in the APEC-region are reducing their energy costs and carbon footprints through systematic efforts to improve their freight logistics and shift from transport by trucks to less energy-intensive transport modes like ship, barge and rail. There has also been a move toward increased use of clean, efficient hybrid-electric trucks.”</p>
<p>Quartel, a former Federal Maritime Commissioner and current NTELX Chairman and CEO, spoke to the group about congestion management solutions &#8212; adaptive, practical technologies that can be implemented in months rather than years, and can bring immediate operational efficiency improvements and reduced pollution to ports and terminals. He observed that IT solutions aimed at bringing efficiency to truck management can deliver results faster and for a fraction of the cost compared to expanding infrastructure or resources, both of which are out of reach for many developing nations.</p>
<p>Quartel asked attendees the question: “If you could in 90 days add 20 percent carrying capacity to your existing truck fleet; reduce its fuel consumption and fuel costs by a quarter, chop 14 hours on average from a truck driver’s day, and reduce carbon emissions by some 5000 or more metric tons annually as we have done for Jordan’s Port of Aqaba for pennies a day compared to the cost of long-term infrastructure change – why wouldn’t you do it?”</p>
<p>In his presentation, Quartel described a Freight Traffic Management Solution (FTMS) that NTELX and its partners implemented in the port of Aqaba, Jordan’s sole seaport. The solution lowered truck processing times by 14 hours and cuts approximately 5000 metric tons of carbon annually. An independent study of FTMS analyzing the solution’s long-term impact found that the solution added USD $100 million to Jordan’s economy annually.</p>

<p>Vienna, Va. – NTELX Inc., which provides data analytics solutions and operational decision-support to government clients, has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) data contract by FISC Norfolk Contracting Department Philadelphia Office on behalf of the <a href="http://www.oni.navy.mil">Office of Naval Intelligence</a>. The Indefinite Delivery/Indefinite Quantity contract has a multi-million dollar total value, with NTELX already cleared to be awarded over 25% of the total value over a two-year period.</p>

<p>The contract is intended to continue support of ONI’s Maritime Domain Awareness Solution, designed to improve maritime safety through the collection of more accurate and detailed data on cargo shipments transported through ships.</p>
<p>As part of the contract, NTELX will provide cargo data reports from a variety of global sources to fulfill ONI’s requirements in support of Maritime Domain Awareness. NTELX will compile and warehouse current worldwide transaction level cargo including country-specific transaction level imports, exports, and transshipments.</p>

<p>Vienna, Va. – In testimony to the Oversight and Investigations Subcommittee of the US House of Representatives Committee on Energy and Commerce, the <a href="www.fda.gov">Food and Drug Administration</a> Commissioner Dr. Margaret Hamburg praised PREDICT, a solution supported by NTELX’s technology and analytical expertise.</p>

<p>Using FDA industry-specific knowledge, NTELX developed predictive targeting techniques, allowing the FDA to screen each shipment electronically to determine whether it meets the threshold for physical inspection or sampling, allowing the FDA to target hazardous products more accurately. In field testing, PREDICT has proven itself to be more rapid and accurate than the previous system. PREDICT is currently in use in the New York, Los Angeles, Seattle, and San Francisco–FDA districts covering approximately 40% of total imports to the United States.</p>

A graduate of Brown University, Rosenberg has been with NTELX since the company’s formation in 2001. Prior to joining NTELX, Mr. Rosenberg held finance and asset management positions at subsidiaries of Goldman Sachs.</p>
